Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine points out the attention of the Chairmen of the Parliamentary Committees on the Necessity of the Strict Observance of the Standing Orders of the Verkhovna Rada of Ukraine in the Course of the Bills Elaboration for the Parliamentary Scrutiny in the First and Second Readings.

 

In a relevant letter V. Lytvyn declared that the practice of amendments and supplements introduction to the bills by the subject of the legislative initiative, preparation of the bills texts in the committees for the second reading prove that the parliamentarians neglect certain demands of the Verkhovna Rada of Ukraine Standing Orders that results in the altering of the conception of the bills during its elaboration for the second reading.

 

The chairman of the Verkhovna Rada of Ukraine emphasises that in the result of the consideration by the committees of the amendments and supplements to the bills introduced by the subjects of the legislative initiative regardless of the Verkhovna Rada of Ukraine Standing Orders the general structure, scope and content of the bill are changed and relevant novations appearing in the text in such a way defy the scientific expertise, that is compulsory to be conducted according to the clause 103 of the Standing Orders of the Verkhovna Rada of Ukraine and have not been a matter for the discussion in the session hall in the course of the bill´s scrutiny in the first reading.

 

The Head of the Parliaments reminds that pursuant to the part 1 of the clause 116 of the effective Standing Orders of the Verkhovna Rada of Ukraine, propositions and amendments to the bill that is being elaborated for the second reading are to be introduced only to the text of the bill (clauses, their parts, items and sentences) that is adopted by the Verkhovna Rada as a basis.

 

"In such a way necessary organization of the work in the parliamentary committees with the elaboration of the bills is supposed to be provided directly by the leaders of the committees that render impossible the scrutiny by the Verkhovna Rada of Ukraine the elaborated bills with the observance of the parliamentary procedures, defined by the Standing Orders of the Verkhovna Rada of Ukraine", - V. Lytvyn emphasises.
